center of the Oregon Army National Guard stationed in Salem, Oregon, which is part of
the Oregon Military Department.
Red – Oregon Army National Guard Joint Emergency Operations Center. This is a 24X7
emergency operations center located in Salem, Oregon, which is part of the Oregon
Military Department.

Incident description:
Curry County SO is requesting air assist in looking for
overdue family that left Portland en route to California. It’s
believed that they took a road out of Grants Pass to Gold
Beach.

– Family was suppose to be going home to California
– Going to the Tututun Lodge, Gold Beach, OR
– The family called the lodge coming from the Seattle area. Said
they were about 3 hours away, left their credit card info and
were never heard from.
– County sheriff thinks they may have used mapquest for
directions to the lodge.
– Mapquest directs them along highway 38 that gets up to 4500’,
covered w/ snow and not passable.

request. A family of 4, father 35, mother 30 kids 4 year old and 7
month old, have been missing since Nov 25. They where driving

– CPT Brabbish, PAO, called to notify us that the Oregonion is reporting that the
San Francisco PD is saying that we are assisting in the search.

01 1145 DEC 2006 – Office of the Governor
Governor’s Office reception desk gets call from a Mr. Barry Briggs from CNet
inquiring if the Governor’s Office could request helicopters to help with the
search and rescue efforts. This message is given to Danny Santos, Policy
Advisor. Contact is made with OSP Gregg Hastings who provides a summary
that Portland Police and OSP have shared the missing person information with
law enforcement around the state. It is unclear as to any specific location the
family might be between Portland and Gold Beach.

– Called Curry County Sheriff’s Department, LT Dinsmore, 541-247-3242, to
inform him that we were notified of a civilian helicopter agency has been
contracted to assist in the search.
– The sheriff indicated that the Father is extremely wealthy. Been trying to get
helicopters to assist in search. The father is taking a private jet coming into
Medford and the sister is taking a private jet into Gold Beach.

Santos calls Briggs at CNet. Briggs recaps the situation and requests helicopters
for the search. Santos indicates that without a more defined search area he is not
optimist about use of helicopters. Briggs suggests search of Oregon coast to see if
a vehicle ha s gone off the road. Santos says he will check with the state agencies.

from Curry Co. Sheriff’s Office to use a Guard helicopter to search a specific
section of highway once they can confirm that the family’s contracted helicopters
are out of that area for safety reasons.

be searched and that the family has agreed to keep their helicopters out of the
area.

and requested USCG phone number. Completed. Also advised Gregg and

OSP Springfield Area Command Lt. Mike Bloom contacted OSP Southwest
Region Area Command lieutenants to assign patrol resources to check all possible
routes to Gold Beach within their assigned areas. OSP Lt. Bloom also contacted
the Lane County Sheriff’s Office and requested that LCSO deputies assigned to
Highway 126 be provided information about the Kim family.

had coordinated patrol efforts with their local sheriff’s offices. Patrols of
Highways 126, 38, 42, 42 South, 101 and 199 were being done. California
Highway Patrol had been contacted to patrol Highway 199 up to the

cellular system engineer with advice on using phone detail records to identify last
location that a phone was used. Fugua was provided the pager number for PPB
Detective Mike Weinstein to report his advice.

refueling and returning to base. No sign of any vehicles or personnel.

an approach to Salem and it was too foggy. At this point they are attempting to

– They’ve launched 3 birds.
– Had visual confirmation on the family at the Denny’s in Roseburg Saturday, 25
2000 NOV 06.
– Last cell phone hit was 2030 in Eugene cell tower
– Waiting for a credit card confirmation.
– Josephine county SAR teams on the ground. Did drive Bear Camp Road. Highly
confident they did not go up there. Bear Camp is clear.
– They are focusing on north and south side around Bear Camp. Galice area hard
today.

– Snowcat worked along Bear Camp Road with no luck
– Portland PD called saying they could narrow their search area from Roseburg
south. Caller indicated they saw the family at the Denny’s in Roseburg.
– Had credit card receipt time stamped around 2000.
– Douglas County sheriff’s office took photos to Denny’s and thought it was the
family.

OSP Lt. Mike Bloom advised by OSP Southern Command Center (SCC) that
Josephine County had checked Bear Camp Road with a snow-cat, finishing at
midnight of 12/01/2006 and had not located the Kim family. OSP Lt. Mike
Bloom was informed that Curry and Josephine County SAR personnel were still

station on I-5 at milepost 216 at ~5:45pm and at a Denny’s

and region of Kim cell phone use. NCC forwarded tip to
OSP Salem Patrol Office fax and Portland Police Bureau.

Wilsonville Visitor Center for further information on her
interaction with Kim family, employee provided Detective
Steele with a re-creation of the Oregon map she had
provided the Kim family with several routes between
Myrtle Creek and Grants Pass over the mountain to Gold
Beach that were highlighted

Rubrecht stated that she had been told that Curry County
had ended their search on 12/01/2006 and Josephine
County planned to end their search also.

Edge Wireless and confirmed the cell phone “ping”
information. She asked if Fuqua would meet with
investigators and provide a map of the area. During this
conversation Fuqua stated that the “ping” was not specific
in location, however, the “ping” indicated that the Kim
phone was within a 26- mile radius of that specific tower on
11/26/2006.

and obtained the cell phone records for all incoming &
outgoing calls made on the additional cell phones (2) that
belonged to the Kims. Those records confirmed 3 outgoing

originating from the Salem/Albany areas.
